In addition, cultivating networks of partners and development practitioners is another key element of UNDP's support to the Global Partnership for Effective Development Co-operation.   Duties and Responsibilities Under the overall supervision and guidance of the Strategic Communications and Knowledge Management Specialist and working day-to-day reporting to various team members leading on different substantive issues, the interns will focus on the following: Policy Analysis and Secretariat Support (40%): - Under the direct supervision of senior team members, provide specific support to activities of the [2023-2026 Work Programme](https://effectivecooperation.org/system/files/2023-07/Deliver Better Together - GPEDC Work Programme (3).pdf) as part of the OECD-UNDP Joint Support Team including research trends in development effectiveness / co-operation and identify linkages / key areas of support for UNDP's work in advancing the global development effectiveness agenda for 100 countries; and - Under the direct supervision of senior team members, contribute to policy research and development of policy / practice products such as issue briefs, discussions papers, country stories, blog posts and practice notes, as well as outreach, research and support related to the [Global Partnership monitoring exercise](https://effectivecooperation.org/4thMonitoringRound). - Under the direct supervision of senior team members, support the roll-out of the 4th GPEDC monitoring exercise including, drafting communications to, and supporting meetings with, participating governments as well as providing administrative and analytical support to the JST's follow-up with partner country governments. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Office of the President and Vice-President of IFAD (OPV) oversees the Corporate Services Support Group (CSSG) and supervises the Protocol Unit. The CSSG comprises the: (a) Office of the General Counsel (LEG) ; and (b) Office of Audit and Oversight (AUO), reporting to the President; (c) Office of Strategic Budgeting (OSB); (d) Quality Assurance Group (QAG); (e) Change, Delivery and Innovation Unit (CDI); and (f) Office of Enterprise Risk Management (RMO), reporting to the Vice-President; and (g) Ethics Office (ETH), a stand-alone unit reporting administratively to the Vice-President.  The Office of Enterprise Risk Management (RMO) is a dynamic, strategic and responsive service provider, leading IFAD's second line of defense by fully supporting the management of all risks across the organization. The RMO implements, monitors, and maintains an efficient and effective Enterprise Risk Management programme, supporting IFAD's strategic vision and mandate. The RMO aims to enable better informed risk taking by using consistent risk management best practices across the organization to achieve the Fund's objectives in the long-term and deliver on its development commitments. The Office is responsible for oversight and monitoring of risk exposures and enabling clear reporting of IFAD's risk profile. The Operational and Programme Delivery Risk Officer reports to the Lead Operational and Programme Delivery Risk Management Officer under the overall strategic guidance of the Associate Vice President (AVP) & Chief Risk Officer and will work in the operational and programme delivery risk team or function.   Job Role The Operational and Programme Delivery Risk Officer provides seasoned verbal and written advice and guidance to supervisors and staff on operational and programme delivery matters, rules and procedures, facilitating a mutual understanding of roles and fiduciary accountabilities in direct support of integrity in the management of the Fund's financial resources.   Key Functions and Results 1. AGENT OF CHANGE: The Risk Officer understands and contributes in applying the principles of change management and proactively serves as a role model for transformation and positive change. The incumbent has a general knowledge of results based management, enterprise resource planning (ERP) and information technology. At this level the Risk Officer contributes to change, working with the manager in consulting inter-organizational and internal risk management colleagues, IFAD senior management and outreaching client offices to build understanding of risk management practices, and to ensure open and regular communications pertaining to current and planned changes in the Fund's risk management standards, regulations and rules. The incumbent might supervise the work of junior unit staff to ensure the achievement of divisional objectives.  2. MANAGERIAL FUNCTIONS: The Risk Officer is accountable for integrity, transparency, and equity in the personal use of assigned IFAD resources, including equipment, supplies and, as applicable, staff supervised. This includes People Management through supporting the Lead Risk Officer with technical leadership/capacity development initiatives and awareness campaigns. UN and IFI documentation & processes, Knowledge of the relevant policies, rules, regulations and guidelines on document processing and distribution within the UN and other IFIs. Position-specific functions: - Contribute to the mandate/work of risk management function in efficiently implementing the operational risk and programme delivery framework;  - Assist the unit in the implementation and maintenance of the Risk Control Self-Assessments process across the organization for the identification of risks, existing controls and action plans for mitigation; - Assist in the regular monitoring of the RCSA activity, follow up on action plans and in the preparation and implementation of the work plan for control testing.  - Support the analysis of operational risk incidents recorded in IFAD repository; - Review and challenge the key risk indicators regularly submitted by risk owners for inclusion in the Corporate Risk Dashboard and work closely with risk owners for the identification of new metrics that allow for the enhancement of the control environment;  - Perform the monitoring of Projects risk appetite established by the Board of the Level 2 programme delivery risk sub-categories;  - Perform ad-hoc risk analysis of IFAD projects portfolio in line with the established guidelines; - Perform controls on the first line portfolio risk assessment tools;  - Develop and enhance interdepartmental communication and engage with the 1st line of defence to enabling the evaluation of the adequate implementation of operational and programme delivery risk management practices and effectiveness of controls; - Consult and collaborate with a variety of internal stakeholders to promote risk culture;  - Support the Lead to constantly enhance technical risk committees (Operational Risk Committee and Programme Delivery Risk Committee)   Key Performance Indicators Risk Officers work in an independent and rigorous risk management function and are accountable, under the Lead Officer supervision, for producing various reports to stakeholders and others interested in the activities of the Fund. The incumbent contributes to achieve RMO work plan goals and objectives also through the preparation of new and/or modified versions of existing policies, practices and techniques. Based on a thorough knowledge of finance and risk principles, concepts and systems, the Risk Officer independently performs the full range of tasks assigned. The supervisor may be consulted in the analysis of complex and/or precedent setting cases to ensure consistency in the interpretation and application of regulations and rules and to document such decisions. The work typically requires the identification of the need for changes to risk policies, as well as the authoritative interpretation and application of risk policies, rules and regulations to a broad range of complex casework. The Risk Officer's responsibilities also include supporting the supervisor in key decision-making initiatives. The key performance indicators for Risk Officers at this level include both technical and behavioural results. Accurate performance of assigned risk operations, technical quality in terms of both substantive depth and adaptive relevance to client needs and customer service approach to problem resolution. The Operational and Programme Delivery Risk Officer works in an independent and rigorous risk management function. The incumbent works within a framework of broad policies, principles, and goals, applying a high degree of autonomy in selection of work methods in consultation with the Lead Officer. The key results from this role have impact on the overall effectiveness and efficiency of risk management at IFAD, as well as the successful establishment and implementation of risk policies and standards to accompany the new organizational architecture and business model for IFAD 13 and beyond. The key performance indicators include efficient performance of assigned responsibilities, technical quality, and team working characteristics.   Working Relationships Internally, Risk Officers are the Fund's technical experts. Contacts extend throughout the organization and include Country Office staff, internal audit officers and evaluation officers. The incumbent may need to be performed in collaboration and coordination with other organizational units to ensure the effective implementation of risk management rules and procedures. External work relationships, if and when required by the Lead Officer, supporting the Lead Officer, the incumbent may need to be in direct contact with external auditors and counterparts in other IFI and UN organizations, which normally requires a potential exchange of information with external stakeholders. They are also delegated authority to make commitments on routine aspects of the assignment. Work relationships for the Operational and Programme Delivery Risk Officer involves the provision of cooperation in operational and programme delivery risk advice, including to Lead Operational and Programme Delivery Risk Officer and, when required, to the AVP & CRO. The key tasks for the NRO are to manage UNDP's interests and communicate the organisation's key results and focus areas. UNDP's cooperation with the private sector is a significant component of NRO's work. The Private Sector team consists of a few employees and one intern in Copenhagen. The team works strategically to build partnerships with companies, financial institutions, business networks and other actors who want to work towards reaching UNDP's goals and the SDGs.  In January 2018, the office launched the SDG Accelerator for SMEs, a programme aimed at accelerating business solutions addressing the SDGs. The team is now heavily involved in the global rollout of the programme together with other UNDP colleagues, including supporting and supervising these processes. The Green Growth and Jobs Accelerator Project (GGJAP), which is part of the Danish Arab Partnership Programme (DAPP) is the latest iteration of this model. The GGJAP is implemented in Morrocco, Tunisia, Egypt,and Jordan, and aims at creating 4,000 jobs for youth.  The team has also launched sector-specific accelerators and partnerships with external partners where UNDP provides support on the Impact Measurement and Management (IMM) methodology that underlines the SDG Accelerator.  Fundraising and general project management are also part of the activities carried out by the Private Sector team.    Duties and Responsibilities We are looking for an intern who can contribute to the office's daily work. The intern will be working on both the aforementioned Green Growth and Jobs Accelerator Project (GGJAP) and on core activities related to NRO's work with private sector and financial institutions across the Nordics. Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation.. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. . According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans.. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Information Management Officer: 1. Population Data Management To oversee the collection, analysis, and dissemination of population data, ensuring accuracy, privacy, and consistency with International statistical standards. The officer will manage population databases, provide insights into demographic trends, and generate population statistics for planning purposes. • Develop and maintain robust systems for the collection of accurate and comprehensive population data. • Analyse population data to identify trends, patterns, and prepare and disseminate analytical reports and visualizations that communicate findings to relevant stakeholders.  • Regularly update UNHCRs operational data portal and ensures that there is harmony in the population data reported in all internal and external products. • Oversees the compilation and submission of population data for the UNHCR annual and midyear statistical reporting.  • Participate in interagency fora and platforms on population data. 2. Assessment Coordination To oversee the systematic collection, analysis, and dissemination of data and information including for identification and targeting of vulnerable households, protection monitoring, border monitoring, and other assessments to enhance the effectiveness and efficiency of UNHCRs response. • Develop and oversee the implementation of data collection tools and methodologies, including for protection monitoring, that capture relevant information to provide the evidence base for decision making, planning assistance and service delivery. • Continuous review of data collection tools in collaboration with a multifunctional team to ensure relevance in capturing necessary information to meet UNHCRs information needs. • Design and implement sampling strategy that accurately represents the community dynamics, and other AGD considerations. • Train field staff and data collectors on data collection tools, ethical considerations, survey techniques, and oversee the data collection process, ensuring consistency, accuracy and data protection standards are adhered to. 3. Programme Monitoring To ensure that the UNHCR programme management cycle is supported with relevant data and evidence from the initial needs analysis and programme design, to monitoring and evaluation and reporting, ensuring that data driven insights inform all stages of the programme planning and implementation. • To support sectors with the data needed to conduct comprehensive needs analysis to identify community needs, gaps, and priorities that will inform programme interventions.  • Work with program team, external relations, and business units to ensure that reporting requirements are met and that there is alignment on the indicators being reported. • Set up and maintain programme monitoring systems including ActivityInfo to meet reporting needs, including setting up databases, forms, and indicators. • Train staff, field data focal points and partners on how to effectively use programme monitoring systems, including data entry, report generation, and understanding indicators. • Extracting insights and generating reports from data collected in ActivityInfo including UNHCR 3W map, static and dynamic dashboards. 4. How can we ensure that the authority in which we make decisions today consider its impact on a future that doesn't yet exist, and yet its impact will resonate in that future. To grapple with this uncertainty requires taking both a long-term perspective and being anticipatory in the face of emerging realities. Data Science, Natural Language Processing - Translate requirements expressed from UNDP personnel at HQ, regional, and Country Office level into product specifications. - Contribute to the full cycle of product development: from rapid prototypes and POCs to MVPs and production-ready analytical applications. - Develop advanced product features using a variety of NLP techniques, including but not limited to text classification, semantic search, information retrieval, topic modelling and chatbots. - Leverage large language models and prompt engineering for a rapid iterative development of state-of-the-art applications. - Work closely with other data team members and stakeholders to build efficient solutions for large-scale text processing pipelines for analysing PDF documens, web documents and social media data. - Help translate applications of advanced analytics into actionable conclusions for a non-specialist audience and communicate insights to a wider public. - Stay up to date with the latest advancements in NLP and ML. 5. Data Visualization - Design and develop interactive and informative data visualizations, dashboards, and reports using tools such as D3 and React. Should also have experience in using Tableau., Power BI, or similar platforms - Collaborate with data analysts and data scientists to understand data requirements and translate them into effective visual representations - Work closely with data engineers to ensure data accuracy, consistency, and availability for visualization purposes - Utilize your expertise in data cleaning and formatting to ensure that data is accurate, consistent, and ready for visualization. - Ensure that data visualizations and interface are user-friendly, intuitive, and accessible to a wide range of stakeholders - Design and develop compelling data narratives that provide context and insights to non-technical audiences 6. This initiative is undertaken as part of the global call for consultants to populate the consultants' roster and when needed OAI would seek the services of consultants to perform some or one of the various audit assignments described above with the brief scope outlined in the paragraphs below.   SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK The Internal Audit consultant reports to the Deputy Director (Audit). The scope related to some of the audit assignments mentioned above are described below:   Perform Country Office audits The Internal Audit consultant will be contracted to perform Country Office audits in the field consistent with the IIA's International Standards for the Professional Practice of Internal Auditing, aimed to assess the adequacy and effectiveness of the governance, risk management and control processes. The consultant will perform the following key steps: · Assist the audit team with finalizing the planning of the audit. · Conduct the 'fieldwork' phase of the audit. · Prepare Exit Meeting Notes and relevant section of the audit report in line with the OAI template and provide recommendations to the CO management.   Review DIM projects The consultant is engaged to assist the Chief, Quality Assurance and Policy Unit (QAPU) of OAI in conducting quality assurance reviews of audit reports of DIM projects to ensure that they are in accordance with the International Standards for the Professional Practice of Internal Auditing and with OAI's DIM TORs and report templates, prior to their approval and issuance by the OAI Director. To achieve this objective, the Consultant shall complete the following:   1. Review the OAI executive summary and audit reports submitted by Audit Chiefs to assess if: · The OAI's executive summary aligns to the DIM standard template and accurately summarizes the audit report results (amounts tally with the CDR, statement of expenditure and cash and auditors' certification), and critical information is reported in the executive summary. · Audit report is signed and stamped by the audit firm and certifications of expenditure, assets, and cash as applicable are included. Financial certifications should follow the DIM TORs formats. · If financial statements are qualified, the net financial impact and the reasons for qualification are clearly stated and determined. · Audit issues/observations in the management letter are grounded in evidence with pertinent statements of facts and based on the related IIA attributes (criteria, condition, cause, and effect). · The recommendations contained in the report are practical, implementable and address the root cause of the issues identified. · The conclusions and overall rating (financial + internal controls audit) are justified and in line with the observations and recommendations.   2. Review working papers (WPs) of audit areas deemed critical to determine adequacy of audit documentation in accordance with the OAI's DIM TORs. Any out-of-scope amount should be supported by WPs and include the detail of transactions excluded from the audit scope.   3. Review the executive summary and draft reports in terms of compliance with OAI's report writing style and DIM TORs. Complete edits to the executive summary for clear and concise presentation, and review comments to the draft audit report.   4. Return the executive summary and/or draft report with review comments to the Audit Chief including track changes to the executive summary to facilitate revision. This may be done after a meeting with the Audit Chief concerned, with the Chief, QAP duly informed. All review points should be cleared before sharing with the Chief of QAPU for their review.   Review NGO/NIM projects Prepare the audit risk assessment and the Call Letter for the planning of next year's annual HACT/NIM/NGO audits. · Review and approve the annual audit plans for HACT/NIM audits as submitted by country offices to OAI. · Review and assess HACT/NIM audit reports and prepare quality Review Letters highlighting major audit issues including audit reports with modified audit opinions, possible fraud or mismanagement, and alerting supervisor and respective parties in OAI. The Data and Digital Health (DDH) coordinates the digital health flagship and provides technical and policy guidance and expertise on the safety and efficacy of digital health solutions; and preserving health equity, gender equality, equity and human rights as core values in their deployment. Through its work it will support countries to leverage the use of digital technologies for improving the interface between people and health services; for improving health system performance; and for strengthening critical public health functions including disease surveillance, early warning and risk assessment. Furthermore, the unit is responsible for data collection, collation, analysis, presentation and dissemination. It will monitor and measure progress in achieving the SDGs and the triple billion goals whilst developing and implementing a measurement framework for the EPW. It will provide strategic direction, technical assistance and tailored support to countries to strengthen their capacity to be able to generate timely, credible, reliable and actionable data. The priority will be to strengthen health information systems in non-EU countries. The unit will engage with experts and partners both within and outside the Region to harness synergies, reduce data collection burden and fill important data gaps. Principales responsabilités  Support au centre de documentation - Gestion du fonds documentaire en prenant en compte la diversité des supports et la politique d'acquisition (sélection, acquisition, catalogage, équipement, classement, inventaire, désherbage) - Constitution de dossiers documentaires sur les contextes géopolitiques mis à disposition via le portail PMB - Gestion de la circulation des documents - Mise en valeur du fonds documentaire et actions de promotion du centre de documentation - Recherches d'information et de documents sur demande - Veille d'information sur les contextes géopolitiques (presse, Factiva et Ask'n'Read) - Gestion des périodiques, diffusion des sommaires électroniques géopolitiques et envoi d'articles (Push and Pull) Support à la bibliothèque opérationnelle - Aide au traitement des archives électroniques - Constitution d'inventaire d'archives électroniques de missions fermées. Profil recherché - En cours d'études supérieures ou finissant un cycle d'études supérieures en information documentaire - Être éligible pour une convention de stage avec un tiers - Bonne culture générale, notamment en matière de géographie, d'histoire, et/ou de géopolitique - Réelle aisance et intérêt dans l'utilisation des outils informatiques - L'anglais et le français sont les langues de travail du siège de MSF Suisse. To achieve this, GRIC partners with grassroots organizations to bring about positive change in the communities.    Your activities / tasks    As a Comundo Co-worker, you contribute to the goals of the country program in Kenya. You will contribute to strengthening the Knowledge Management and Quality Assurance systems at GRIC and be based at the GRIC offices in Nairobi.
